We can infer Capcom are thinking about it.
The daughter DLC for Village being 3rd person and inserting a 3rd person mode added in Village(it's not the greatest, but the game wasn't designed with it in mind) tells you that those little Capcom surveys they've been doing might've told them that people people prefer 3rd person over 1st person.

I would not be surprised if RE9 is third person and we can finally see the face of the character(s) we control.
