Accessible across all devices, all countries no matter what, independent of the policies of, you know, closed ecosystem stores.

Why even release it in this state, instead of waiting till 3rd P Stores are more viable so the launch and store brand doesn't have a huge risk of being a failure in the eyes of the consumer?

Tom Warren: Microsoft tells me "testing has begun" on its Xbox browser-based mobile store. It was supposed to launch in July. "Our work is progressing well and we will have more to share in the future," says Microsoft

This is driven by nothing but hubris (i.e. we're a large tech company and therefore we're simply entitled to have a storefront that delivers royalties to us). They have a failing console business that could be delivering these royalties but are penny-pinching it out of existence while throwing money at mobile, where competition will be even more intense and where customer acquisition is an order of magnitude more difficult.
